Elon Musk, who oversees the Department of Government Efficiency (DOGE), has reportedly set an ambitious target of cutting $2 trillion from federal expenditures. While major entitlement programs such as Medicare and Social Security are viewed as largely untouchable, some policy advocates argue that the massive agricultural subsidies for animal factories woven into the U.S. Farm Bill present a significant opportunity for cost savings, especially since the new version of Farm Bill has not yet been passed by Congress. This is a window of opportunity that should not be overlooked, according to fiscal experts.

A recent Congressional Research Report estimates that U.S. agricultural subsidies will amount to $1.36 trillion over the next decade. These subsidies predominantly support commodity crops and industrial animal agriculture, keeping the prices of meat, dairy, and processed foods artificially low. Critics argue that these subsidies contribute to the country’s growing health crisis, as inexpensive, calorie-dense foods have been linked to rising obesity rates. According to the National Institutes of Health, 74% of American adults are overweight, with 43% classified as obese. Additionally, heart disease is a leading killer, which is also linked to a high-fat, meat-and-dairy-laden fast food diet, which is made artificially inexpensive due to government subsidies contained within the Farm Bill. Finally, processed meat is officially cancer-causing, according to the World Health Organization, which is another reason it makes no sense for the U.S. government to subsidize it while, simultaneously, spending many millions on often useless experiments to find cures for cancer.

Don’t Let The Lobbyists Dictate Food Policy

Lobbyists representing the animal agriculture industry have long played a pivotal role in shaping the Farm Bill, investing tens of millions of dollars to influence lawmakers. Data from 2019 shows that the wealthiest one percent of farm operators received nearly a quarter of total subsidies, while the top ten percent garnered nearly two-thirds. Small, independent farms often struggle to compete against these heavily subsidized agribusinesses, perpetuating an uneven playing field.

Furthermore, an analysis by the Organization for Economic Co-operation and Development (OECD) found that U.S. subsidies for animal agriculture and the crops used to feed livestock were 800 times greater than those allocated to farmers growing food for direct human consumption. Critics argue that eliminating these subsidies would allow market forces to dictate food prices more fairly and encourage healthier food production.

“Why is the federal government subsidizing these private businesses to the tune of 40% of their revenues?” a recent Cato Institute brief questioned, noting that government support for farms more than doubled between 2019 and 2020, bringing the share of farm income from federal payments to nearly 40%. The brief further argued that farms are as capable of managing financial risks as businesses in other sectors, making large-scale subsidies an unnecessary and distorting force in the economy.

Despite longstanding concerns about the sustainability and fairness of the current agricultural subsidy system, efforts to reform it have largely stalled. Some argue that the incoming Trump administration has a rare opportunity to overhaul the subsidy structure given its highly publicized hunt for ways to cut government spending.

Advocates of subsidy reform argue that cutting agricultural subsidies would not only reduce government expenditures but also curb monopolistic practices in the agriculture industry, reduce food waste, and lower the risk of pandemics emerging from factory farms. Additionally, they claim that such reforms could decrease pollution and greenhouse gas emissions linked to industrial animal agriculture while promoting healthier diets for Americans.

As debate over the Farm Bill continues, proponents of reform hope the new administration will take decisive action. Whether Musk and his team at DOGE will champion this issue remains to be seen, but the proposal has reignited discussions about government spending, food policy, and the role of subsidies in shaping the nation’s agricultural landscape.
